Empower the homeless population
Encouraging homeless people to get a badge/ID card that validates their status, allowing them to ask for any leftover food items at restaurants & grocery stores. Perhaps this badge could also let them apply for jobs with that status, and lead them down a path of opportunities and jobs once more businesses hop on board the badge-benefits program.
